What is the harm or benefit if we put foundation during make up?

I don't understand cuz some ppl say it's good to put foundation, but some say put face base enough already... i'm really so confused...Should i put face base then foundation then only make up - like blusher, eyeshadow etc OR Should i just put face base then can apply make up already OR Should i just put foundation then apply make up OR just apply make up without foundation %26amp; face base?What is the harm or benefit if we put foundation during make up?
I have no idea what face base is, but if you mean primer, it goes underneath the makeup. Sequence is moisturizer first, then primer, foundation, setting powder. If you use mineral powder makeup, you don't need the setting powder. And by the way, foundation IS makeup. It's the skin-toned stuff you put on. Makeup means everything from eye liner to foundation to lipstick to eye shadow. It's a general term meaning cosmetics for the face.
