Is there a difference between liquid concealer and liquid make-up (foundation)?

Is it the same thing if you get it in the same shade or is the texture different? Specifically, I'm talking about Loreal true match, but I wonder about this in general too.Is there a difference between liquid concealer and liquid make-up (foundation)?
Concealer is a thicker consistancy to cover up heavy bags under the eyes, icky spots on the face, etc. You don't always need concealer; most people can just carry their foundation up to the lash line.Is there a difference between liquid concealer and liquid make-up (foundation)?
Concealer is thicker and more dense. Its designed to hide flaws. Make-up or foundation is used to set an even palette.
mostly no but a lot of concealers are usually a lot heavier.
